Simplicity Landlord running and starting issues

Get someone to sit on the mower and engage the blades while you watch the governor lever.
When the blades are engaged the lever should go forward to allow the engine to pick up speed then return to the fast idle position.
If not the governor is not working properly.

Check the battery voltage with & without the blades engaged.
Should remain above 13 V at all times
 
Sound like the carb needs cleaned real good. Like a soak in cleaner over night. Then all the holes blown out.
