Simplicity hydrogear bypass

I have a simplicity regent that will not unlock the transmission rear wheels into the neutral position for manual movement. The hydrogear transmission
model number is T2-cche-4x3b-15x1. The unlock release bar moves ok and swivels the bracket against the stop but will not disengage the gears. If
anybody has had this issue I would appreciate any advice the service manual that I downloaded did not address any bypass repairs. Thanks, JP

Read Troubleshooting in Operators Manual above. Jack up rear of tractor & see if you can rotate wheels, report back thanks Mark

Make sure the external brake calipier is fully releasing. The engagement do corrode and stick holding the brakes on.
