Sears DLT 3000, B&S 25hp OHV, no fuel to carb

My sister asked me to start her mower for her, It has sat for 1 year with no fuel in the tank. It will not start with fresh fuel, I can run it by spraying starter fluid into the air breather ans it runs like a champ. I noticed the inline fuel filter does not have any gas flowing through it. Is this a carb problem, fuel pump or vacume problem? Any assistance would be great.

Sounds like a pump and/or vacuum problem. Start by pulling the line from the tank to the pump. If you have enough fuel in the tank it should flow out. If the tank is lower that the pump skip this. Assume it flows, reconnect and remove the on the pump going to the carb. Turn the engine over and see if any fuel flow out of the pump. TIP Remove the spark plug so the engine spins freely. If fuel flows you now know that either you have a blocked fuel line or carb problem. Talk about that later. If no fuel flows it is either the pump or bad pulse (vacuum) line. Try this and let us know.
