Scotts 2046 chokes then dies when engaging blades or encountering load

I have a Scott's 2046 Briggs&Stratton. Will crank fine, and idle fine, then when engaging the blades it starts to act as if I have pulled choke lever up, and will eventually die. I have to lower RPMs, start blades, then slowly increase engine RPMs. If I encounter tough grass or a small hill, engine begins to choke out again. I have installed new deck blade spindles, rebuilt carb, has relatively new fuel pump, run ethanol free gas. Has been doing this for 6 or more months!

Briggs & Stratton, V-Twin, Sticker on engine shows 20 hp, I/C Intek OHV

Check to make sure both cylinders are firing by pulling spark plug wires off one at a time while it’s running. If it dies when you pull one off the cylinder is not working..if it just runs bad then it’s working. Probably 7 out of 10 times customers had this problem brought to me it was a down cylinder

Can’t seem to edit my last post. Anyway I guess I confused myself while typing. If there is no drop in rpm when you pull a plug wire off it’s not working. If engine drops in rpms its a working cylinder.
