That's a good beginning. Was it running earlier this season and now suddenly won't start? Or is this a project that you have no history on?
Check:
Ignition switch
solenoid
starter
tight connections on all the electrical on the mower
safety switches for operator, neutral start, all the rest
fuel shut-off solenoid (if so equipped) on carburetor
wiring insulation grounding out
All places to check for electrical gremlins-this is roughly the order that I find stuff not working. Best of luck, let us know what model, approximate year, and engine we're dealing with. There are some seasoned scag veterans here on the forum.
