Scag voltage WAY high?????

My Scag walk behind has a Kawasaki fh451v engine. I'm getting 32 volts from the single stator wire while running around 3000 rpm. At the plug where the pto elec clutch plugs in I get 52 volts when I pull the switch. It's NOT engaging the clutch to start the blades. I can unplug the clutch and run a jumper from a 12v battery to it while the engine is running and it will engage the clutch and start the blades. Just to be clear my mower is.pull start with no battery. Got any clue.why I'm getting so much voltage at the pto????

I would say if you have a voltage regulator I would say it has failed. If no regulator, then something is wrong with the stator, or the diode in the wiring to convert it from AC to DC

No regulator and I do suspect the stator is bad. The diodes look burnt/hot but I'm still puzzled how the voltage is so much higher at the pto plug than it is at the end of the stator wire. Nothing else produces power on it, right?
