The shaft looks like it is welded on so a nut or other arrangement must be on the other end. May have to disconnect the push rod and chain from the lever and hammer it out from the other end. Soak it good with penetrating oil and use heat. If there is a nut on the other end remove it and put a sacrificial nut on the end to preserve the threads while using the hammer. You may have to remove the deck to get to it. Last resort!!!! I once had to remove a broken bull sprocket from a Bucyrus Erie dragline. Soaked it with penetrating oil, set up a hydraulic puller, applied lots of heat and pumped the puller. It did take over 5000 lbs/sq inch before it popped. This was back in 1975 and the dragline was a 1942 model. When I called Bucyrus, the parts guy said "wait" I think there is a new sprocket back in the warehouse, been there for years. Anyway, I got a new sprocket and the repair was successful.
