Ryobi Electric - whats this part looks like drum brake

opened my ryobi electric lawn mower. found this spring loaded mechanism inside. what do you think it is ?

Looks something like a centrifugal clutch of some sort.???
Maybe a some kind of brake. Really taking wild guess'.

Looks like the whole part rotates in that bearing, weights would move away from the center copper piece at speed. Don't actually see the purpose with those parts shown though. Maybe part of a safety cutoff if the blade is stopped while mowing? Lot of plastic in that part of the machine though.
