runs wide open

i have a 10hp tecumch formula xl/c in a murray rear engine rider. was running fine. shut it off restarted it and it only runs wide open.
i checked the carb nothing wrong with it. i did notice that the govenor lever that comes from the engine does not move by its self. it holds the carb open any ideas??
 
It sounds like the throttle linkage has seized up.

Try moving the throttle back and forth multiple times then try starting it and see if it makes a difference.
 
throttle moves fine. i disconnected the rod from the govenor lever now it does not run wide open but only idles
 
I would say your Tecumseh has a internal governor inside of the crankcase that works off of weights. The very first place I would check is make sure where the governor shaft comes through the engine case isn't frozen up. I have seen this happen before.
