PTO WILL NOT ENGAGE?

My Lawn tractor Scotts/JohnDeere Model 2048 was recently in shop to replace a leaking seal. When I got it back PTO would not engage. Repair shop is being difficult.
What may have occurred in repair to effect PTO?
 
I would think that they didn't hook up the electric clutch when they removed it to install the seal??? Can't understand why they would even question it and repair it for you?
