Cord is locked on Honda lawn mower and won't let me start it. How do I get it unlocked?

Was it running fine the last time it started? Every had this problem before? Might just be the recoil has failed or jammed up...there are usually 3 nuts holding it onto the top of the engine for easy removal and inspection.
