Primary belt replacement

I can get the new belt on the pulleys but I'm unable to get the deck back on the rear pins. Belts seems too short but catalogs as correct belt. Can't figure out what I'm doing wrong.

Well for a start what you are doing wrong is not telling us which one of the 700 deeres you are having troubles with and which of the optional decks is fitted to it.
Primary Belt = pto belt to a double pulley on the deck.?
Or drive belt to the transmission ?
 
Sorry I didn't give proper info. The primary belt on this tractor, model L172 goes from the engine to a pulley at the rear of the deck that drives the blades with another belt (called a secondary belt.) With the primary belt on the pulleys I cannot get the rear pins hooked to the deck.
