wont start on first or second pull.cleaned carb,new plug,oil.Needs to be primed a lot before it will start,sometimes it wont.how do you adjust govern bracket?
any suggestions ?

Yes, you need to adjust your valves with engine cold. Post all numbers from engine: model xxxxxx, type xxxx, trim xx.
If valves are out of adjustment, too loose, compression release on camshaft will not assist in starting engine.

if it's been sitting all winter with fuel in it, BE SURE you're using Fresh fuel.
and may need to remove the carb and clean it .
