Power Pro 6.5hp Engine Issue

Hey everyone. I picked up a running Power Pro 6.5hp horizontal shaft motor running for $20 at a garage sale this weekend and I'm having trouble figuring out the throttle linkages.

The motor is technically a Jiang Dong as a side note.

Anyways, I am confused how the throttle linkage all goes together with a part called a "regulating sway bar" that comes out the top of the crank. The previous owner didn't seem to have it set up right as the arm connected to it was just tightened on to the shaft and the throttle lever didn't actually control the throttle at the carb.

Check the pics below and see if any of you would be so kind as to help me out. The regulating sway bar seems to pivot a little inside the case but there's no resistance of any kind. So, does anyone know how this all goes together?

Any ideas? My main concern is figuring our what needs to happen with the regulating sway bar.

All the linkages appear to be hooked up correctly. If by regulating sway bar, you mean the governor arm. then move it back and forth and observe which way the rod that it attachs to moves to open the throttle to the full throttle position. then loosen the nut holding the arm and turn the rod in the same direction that it moved to open the throttle will holding the throttle at the full open position. then tighten down the nut, and that should allow the engine to govern the throttle correctly.

The governor arm doesn't move very far, and will have no resistance if the engine isn't running, other than the pull of the governor spring attached about half way down the arm.
