poulan pro will not move

i have a poulan pro riding mower model 279370 about 6yrs old,it willnot move. i replaced the ground drive belt,tension spring feels strong but belt feels loose and mower still will not move. iput blocks under the rear and tires will turn but i can stop them with my hand. any suggestions?

How should a belt feel ?

First thing to check is if the back pulley is turning.
If it is then see if one of the axles is turning inside the wheel.
If pulley is not turning then belt is on wrong or a pulley is missing or belt is just to big
