That looks like a homemade spindle to me.

That would be off a old NOMA

This is what a new aftermarket one looks like. Also was used on some TORO's

I got 4 of those that are still usable. They have square mount and they were used on the Craftsman II mowers by Murray.

Resembles old AYP/Craftsman, but their towers were not made of steel like that. That wide lip on the bottom pulley was for a brake pad to contact.
