Old Toro Push Mower - No Guts

I've got an almost 30 year old Toro 20449 (GTS2 - SN:7901137) that doesn't seem to have the power it once did. I can't find an engine identifier anywhere, but it's a 5 hp Briggs.

I bought it new and have only put and hour on so per year on it as I only use it to mow one hill. Even though the primer doesn't pull fuel, it starts with 4 or 5 pulls. It sometimes smokes a bit for the first 15-20 seconds and runs fine. I put a tach on it and it sits at 3000 rpm. I also keep the blades sharp.

It just doesn't seem to have to power it once did and bogs on not very thick grass.

Is this a valve issue? Or???

Engine model should be a 12F802-0650-01. If it came to me I would pull the head and do a little diagnostic work. Check to see if the valves are closing properly, is there any slop when pushing the piston In different directions, how does the cylinder look, etc. if the cylinder looks in good condition and the piston has very little slop, I would check and adjust the valve clearance. All depends on how much time and $$$ you want to put in it. Also these engines should be running at 3200-3400 RPMS.
