Remember, one simple way to check relays is to label them, then swap them temporarily to test the equipment.

Well, believe it or not I did exactly that. Unfortunately, in this case that mower uses 3 relays, the 2 I swapped were both starter relays. Star Tech referred to them as "Starter relay 1 and Starter relay 2". So apparently, if either is bad the starter motor does not engage.
I know now.
