That "debris" was fuel that has sit too long in the fuel tank and carburetor/injectors or in a storage container. Modern fuel does not hold up like it did years ago, especially ethanol blends. The fuel breaks down and creates a "shellac" from the additives in the fuel has it evaporates. This stuff begins to flake off and plug up the fine passages inside carburetors weeks after a machine is purchased and used a few times.

The service manger told me the fuel was fresh in the tank. I only use 93 octane non-ethanol fuel. The fuel that was in the tank was only 3 weeks old. I told him what type of gas I use, and his response was you can't get any better than that. The debris as he put it had to come from the dealer before delivery, because the surging was like that from day one.
