NEW Craftsman T3200 RPM runs uneven

I have a brand new Craftsman T3200 with the Kohler engine. It goes up and down in RPM. Is it supposed to do that?
I only have 6 hours on it and I can't imagine it is a clogged fuel filter or air-filter.

What could it be?

Hunting and surging is not a “feature.” It is a dirty carburetor, intake leak, or a tiny bit of water in fuel, or all the above. Take it back to the dealer. If it was from a big box store, take it to a shop and pay out of pocket.

I can’t take it back because it was purchased with no return ( clearance) .
But I ran it with new gas for 5 hours. Could it be something called the Governor that is causing the engine to surge?

Very slim chance the hunting and surging is the governor needing to be adjusted. As stated previously, probably dirty carburetor or water in fuel.
