Need info

Hello Folks, I am looking for some help. I have a Toro LX465 with the Kohler Courage 20 motor. Ran fine last season drained the fuel, went to start using it this season and I cannot get it to start. I have replaced the fuel filter/ spark plug/ carbeurator/. I am getting spark will fire with starting fluid, but will not keep running. I have tried cranking without the cap on with no change. It’s almost as if it’s not getting gas. Any ideas will be greatly appreciated. Thank You
 
When you turn the key on and off can you feel or hear the solenoid on the bottom of the carb click.
 
With the new carb, first thing I'd try is to tap on the side of the carb with a screwdriver handle. Maybe the float is stuck and needle is on seat.
