Navigator extremely sluggish going forward

My 2013 Navigator has a hard time getting moving when going forward and the controls sometimes like to stick when turning. Moves fine in reverse. If left in forward, it will eventually pick up speed but it takes a while. Any ideas on what to check? New hydro oil and filter, release valves are closed, no leaks
