MY MTD Yard Machine won't start when mower belt is attached

We had it in the shop for 3 weeks and they say they didn't find anything wrong other than they had to jump the battery, but, every time I turn the key, the mower deck jumps as if the mower is engaged but the bar is pulled all the way up to "disengage"
Either the belt is the wrong one or something is preventing the motor from starting.
Seems that the mower belt is too tight.
Took mower belt off pulley and it started right up.
We replaced the battery.

Yard Machine was purchased in 2004
Model 682
Serial #1E124B30128

Mower belt was replaced by me - June 2013 - Belt purchased at Agnews in Youngstown, Ohio and they say they gave us the belt that was required but have had trouble with deck ever since. ??

Not sure.
We purchased a drive belt and a mower belt the same day.

The receipt only says Belt-V-Type - Wall, and, Belt-V-Wall

Where do we purchase the MTD belt that you mentioned?

What does oem mean?
 
Sorry for the delay. What size is the deck? By mower belt I'm guessing you mean the deck belt? Ebay and lots of other places online carry it, you may also be able to find it locally.
