Murray with B&S won't Charge Battery

I've got a used Murray with a model 31R907, type 0007 G1 B&S that won't charge the battery. The new battery was used a few time to mow the yard and showing 12.5v sitting, and 12.3 with engine running. I replaced the voltage regulator but there's been no increase in voltage with engine running. What should be checked next.

3 things to check. Is the new voltage regulator grounded The 5/9 regulator has a red and yellow wire that normally mounts next to the dipstick tube. There is a single screw that attaches it. There should be a grouding wire that attaches to the screw. Are you getting 12 volts from the wire that connects to the red wire on the voltage regulator. And if you disconnect the yellow wire from the black wire coming from the stator, and set your meter to AC and put the red lead into the stator connector and the black lead to a good ground on the engine and with the engine running at full rpm are you getting something between 28 and 40 volts AC.
