Of course...Just depends how good you are at welding and at cleanup. When done you should not be able to tell if was ever broken.

Taking a closer look I think my comment of a bent shaft is incorrect.

don't know for sure because would have to look closer but one possibility is that the area circled in red has been bent which allows the guard to move closer to the blade.

Yeah the guard on the one side definitely looks like it bent away. Just have to figure out which way to hammer it back in.
