Mountfield 4155H not turning over on start

so, after switching off the fuel tap last week and leaving the fuel tap switched off all week, it started fine yesterday. This I think reinforces that its likely a hydrolock that has been the problem ? Is it safe just to keep the fuel tap switched off when not in use rather than going to the expense of a new carburetor ?
