The Briggs & Stratton engine barely raises above idle when it's suppose to have a load on it. it's a 5hp. I just bought it used. The guy said it had a leak in the gas tank, which it does, so I can fix that easy enough, but testing the chipper, after starting it, I started feeding small branches, less than 1/2" and it would start bogging down. it would not raise rpms. Took the tank off because the carb is mounted on the tank and I realized, this guy had put a brand new carb on it. I'm thinking I'm missing a governor spring or two, but I'm not sure exactly where they would go and attach to. Any help would be appreciated. There are no numbers on the carb, but the model number of the unit is 135212.

Very hard to troubleshoot this problem when we’re not standing there looking at the entire engine. I’ve attached two files, one of the engine breakdown and the other is the service manual. Hope this is of some help. After looking at both come back if you have any more questions.

Did not furnish type and code no. Like going to the parts house and telling them I have a
chevy and I need an air filter for it.

Hlw, if you look at the first picture you would see the type and code numbers.

manually raise the throttle when it is bogging and see if it has spare power. If yes it is a governor issue. If no then it is probably a fuel issue or compression issue like tight valves, or even a blockage in the exhaust, even a dirty air cleaner.

Alright, I want to thank you guys for the information you supplied. As far as I can tell, it has only one spring which is missing In the attached carb breakdown # 232A, but it doesn't show where to attach the spring. I also feel that there should be some sort of spring near the bottom of the tank where the linkage runs down to near the bottom of the engine block. I'm definitely not a small engine repair guy. attached is the schematic showing a spring near the top. In the picture of the tank I think a spring needs to be at the bottom somewhere but not sure.

Mike, if you would take a little more time and look closely at the pictures in Sec. 4 Page 12-13 and 16 you would see where the spring is attached. The diagram doesn’t contain the spring you need, and only an experienced tech would know how these governor systems work. You engone was built in 1996. You are correct that it is attached near the bottom, Spring part number is 692208, superseded to 796260. It goes between the governor control arm on the engine and speed control on the tank bracket.

Is that the same spring in the carb section # 232A that looks like its at the top of the carb?

I should have added that this setup is most often not understood by today’s young techs and the DYI guys. Maybe one of the older techs around here has a picture or diagram as how to attach the spring. It must be attached before mounting the fuel tank.
