Mechanical governor inop

The governor shaft,going into the engine block, is free but doesn't turn. When you try to turn it all you hear is it hitting some thing some where in the block. I can't find a diagram to show how it work or what moves it. Don't what to tear it apart if I don't have to.It's a 22 HP INTEX Twin OHV Briggs & Stratton. Any help would be helpfull. Can't find any other numbers on the engine unless it's on the drive shaft side, which is covered by the mower frame. Will i have to split the engine to get at the governor mech. Also was manufactured in 99

You do know that most governor shafts don't move more than 3/8".
