It is slightly unusual for the "V" side of a belt to ride on a flat idler pulley. But that may be to compensate for deck cutting height changes. I would leave the idlers in place for the moment.
There may be other part diagrams that can provide clarification.
For the double pulley assembly.... Does it look the same as the one that was taken off? A height difference there could create the problem. Is there a spacer that can be taken out between the pullies to adjust the height of the upper pulley down a little?
If not, that spindle assembly is likely the issue.
