17hp Kawasaki engine doesn't reach full rpms when deck is engaged. deck appears to turn free when belt is loosened.

what is the condition of the three blade carrier bearings. listen for noisy bearings, track pulley noises and belt slippage could be the cause.

Thanks I checked all that even tried a known good other deck. Same results.

This means the engine has a lack of power problem. needs a good tune-up perhaps like carburetor cleaning and adjustment fuel condition spark plug. I do not know the hours on your engine and its condition? did you do a compression test perhaps?
