You either have a short in the wiring going to the clutch or the clutch is bad. Do you hear the clutch engage? Disconnect the clutch from the circuit (connection is located under the frame by the clutch) and put in a new fuse and pull the PTO switch to check the circuit. If the fuse blows you have a short. Tell us what happens.
