looking for carb for Shop Force AT 04103 generator

Two questions:
1) I have a Shop Force (Alton) AT 04103 2500 watt generator purchased in 2012. Markings on the engine say it is a "168F-1 6.5HP". There is also a label on the engine which has what may be a model number "EF.BJDGS.1961GA". The manufacturer listed on the label is "JIANGSU JIANGDONG GROUP" and the manufactured date is 2003. It's been sitting full of gas for the last 12 years. After adjusting the valve lash, and cleaning the carb twice, the governor still hunts when I take it much off of choke; so I assume there are some gummed up carb passages that I'll not be able to clean out. I am trying to find a replacement carburetor. As shown in the photo, the existing carb is a Huayi, but the printed markings are somewhat worn away, so not sure of the model number. There is a "23" and a "19" stamped on the body, but not sure if that means anything. I've searched the internet using various permutations of the visible markings but haven't had any luck. Any idea of an equivalent carb that would work? I see Huayi carbs on Amazon for Honda generators that look identical and am tempted to try one of these.

2) This is a generic question. When searching for carbs, I see some that have an apparatus with a lever by the fuel inlet, as shown in my second picture. Is this simply a shut off valve? If so, which is it so large? Is there a filter of some sort inside or a debris collection reservoir?

The carb PN 170020405-0004 (170020405-T040) has what appears to be an integrated fuel shutoff valve. That will not fit into my generator because of the valve. Here is a better photo of the carb I am replacing, which does not have the integrated fuel shutoff valve.

Then using Generator Guru PN I am coming up with PN 18330666 which would be use on Champion 6.5 hp generator. Fixed mixture, no fine tuning. With remote fuel shutoff at the fuel tank instead of the carb. Apparently that engine is a clone of Loncin. Chinese can't even keep from stealing from each other.

Check this one for the dimensions.

I installed the new carb and the generator still surges once I move the choke lever about halfway to full open. I have adjusted valve lash. Gasket between carb and engine appears to be in good shape, so not aware of any rogue air that is not being metered by the carb. I have not yet pulled the muffler to see if any blockages (too cold today). What else should I be looking for?

Is this a constant speed generator or does it have a step down solenoid to reduce engine speed under no load operation? If it is a constant speed unit, what are the RPMS while running? I’m guessing between 3200-3600. This info should be on the ID tag. If it is not running at the proper RPMS, I’ve seen surging occur.

I don't see any RPM info on the label (shown in the photo) and don't know if this is a constant speed generator. The manual I found for a 168F has a spec for "Carburetor Idling" of "1500±100rpm".

Does the engine go from idle to full speed when you put a load on the generator? Being that it is only a 6.5 hp engine I’m guessing it is a constant speed unit, but your statement of 1500 RPMs puzzles me. Here are steps from generator gurus to set the governor.
