Locked up PTO on Cub Cadet SLT1554

The PTO appears to be locked up and I don't know how to release it. The PTO is definitely getting power; however, there is only a clicking sound made by the starter motor engaging the flywheel when I attempt to start the engine. Although I purchased this tractor as a non-running mower, the engine turned over easily until it suddenly locked up. See the picture below to view the part striking the clutch bracket. Any assistance will be greatly appreciated.

The bearings may be bad. Remove Pto clutch and check bearings

That is the clutch stop .
The top 1/2 of the clutch is stationary and rests agoinst that bracket.
the bottom 1/2 spins or does not spin depending on clutch in or out.
So it is ditto on the clutch bearings which may be captive.

Thanks both to NorthBama and bertsmobile1 for your prompt reply. I am going to remove the PTO this afternoon. Question: If the bearings are frozen up, is it possible to replace only the bearings, rather than purchase a new PTO?

Bert may have more input than I. I have worked on a few pto some have replaceable bearings and some the complete pto must be replaced.

I have seen replaceable bearings on some and not others, I have also come across what looked like a standard size bearing but wasn't. Like say you have a bearing in the clutch marked 6208 and has an ID of 1.000, but a standard 6208 ID is .996

Thanks to all for the suggestions and comments. I removed the PTO as well as both belts and the engine still will not move. I am enclosing two pictures of my current situation. I've decided to place my follow-up question(s) on the Kohler forum.
