Liberty Z, Kawasaki FR651V, surging

Hello all,

I have a Scag Liberty Z that I've had for about three years or so. I think this is the third season mowing with it. It has the Kawasaki FR651V engine. Recently it has started surging. It starts and runs decent but once the PTO is engaged and you start mowing, ever so often the RPM will decrease, and it sort of bogs down. You can keep cutting, I usually slow down, and within usually 30 seconds or so it'll kick back up to full RPM. This happens every minute or two. I can usually make half a round and it'll choke back down again. It's driving me nuts.
I have replaced the fuel filter. I ran it out of gas and put in fresh gas. Today I removed the carb, still thinking it is a fuel problem somehow, and cleaned it really well. I didn't really see much gunk in it, and I don't believe the jet was clogged. I put it back together, fired it up and same thing. I'm not sure what to try next.
I have not replaced spark plugs or air filter.
What should be my next move?

Run some Seafoam thru it.
