Left Steering Control on Tiger Cat

My left steering control on my Tiger Cat STC61V-730FX is not functioning properly. I do see a little hydraulic fluid that has seeped out, maybe from the connection of the hose to the steering control. I thought my mower had 1 hydraulic system that ran everything (that level is fine), but someone said I should check the fluid for the left steering control. Is there a separate fluid for that control? If so can someone tell me where to check it?

That favors a left side drive motor is not getting fluid due to bypassing, that is why it is whining when the lever is used. The left side hydraulic pump swash plate is likely worn out. I have seen this happen before on several different machines.

Or the wheel motor has seized. Have worked on this exact model where the wheel motor would seize after getting hot. Jack up the left side and see how well the wheel turns. may have to activate the pump bypass to check.
