The original setup operates as a high vacuum system, but didn't allow enough air exchange to prevent too much vacuum from building in the fuel tank. causing a plugged gas cap vent effect. The new line going to the air cleaner housing basically creates an air leak within the evap system without venting to the atmosphere.
