On my callers cv23s, I have replaced the spark plugs, fuel filter, fuel pump and carburetor. It now runs fine but above half throttle the engine will start to purge. What else do I need to do?

Running lean in the main jet. if you used an aftermarket carburetor, the main jet could be too small, or even blocked from manufacturing process/filings etc.
Will it run better if you manually choke it while its surging?

Yes it does run better, I get full throttle and no Purge with half choke
