I agree. I have 22hp Koehler that I just had to adjust carb linkage. Looked very similar to what your holding. I used 10 mm deep wall socket in the recesses to remove and reinstall. I did not remove carb.
 
It is round, it is not a nut. It is some type of pressed on cap/rivet/widget!

As much as I hated to do it, Screw it, I took it to the dealer. $90 kit and $45 labor.
