Kohler Command CV22 throttle linkage no response

My throttle does no engine speed change from idle to full throttle. The governor is set okay, the throttle cable moves the throttle linkage on the carb from idle to full. I can move the governor lever and the engine will speed up and slow down, but the throttle lever fails to make a change in speed.

[Auto Doc's]

Look at the governor arm pull spring. It is operated by the mechanism the throttle cable is attached to. The cable mounts to the outside and the spring is attached on the other side (inside).
