Working on a Toro commercial push mower valve's are working Piston goes up and down no weird sounds yet the fly wheel spins around with no resistance
 
The key in the flywheel has broken.
You will need to pull the flywheel.
Carefully remove the damage to the crank with a fine file
lap the flywheel into the crankshaft with some fine grinding paste ( not valve grinding paste ) I use Brasso.
Then clean everything and reassemble with a new key.
No oil or loctite on the taper.:thumbdown:
 
Hopefully that's it any tips for getting the bolt off i hit it with a 1/2 impact it just giggled at it or is it reverse thread?
