kawasaki fr691 revs too high

i put a new carb on my FR691. did a tune up , adjusted valves. motor now revs way too high. i used to mow with throttle all the way up. now have to mow with half throttle. still seems to rev too high when in light grass. any sugestions would be appriciated

You need to readjust the governor.
 
The throttle control you move should be stretching the spring on the governor arm
The governor arm connected directly to the carburettor
Without any other information my assumption is you have connected the carburettor incorrectly
Did you take photos before you unhooked anything ?
