Kawasaki fr651v not charging

Have fr651v not charging, replaced alternator and regulator, have 22.8 ac when running and battery voltage at regulator red wire (11.7v) any ideas?
 
On my old FH680V, I had a poor connection in the fuse block. Fuse was good but, loose connection on the fuse holder. I would suggest tracing your wiring to find a faulty spot. It's also possible, one of your newly installed parts are faulty. gregjo1948
