Kawasaki engine won't start

I have an RZT 50 mower (model # 17AI2ACP056) with the Kawasaki 22hp enigine (model # FR651VA02210 or FR651V-AS04-R) that will not start. When I turn the key the starter clicks, but does not turn over. I've replace the starter, starter solenoid, spark plugs, oil change, air filter, fuel filter, and it has a fully charged battery.

Any ideas on what I should check next?

Did you double check to make sure all the connections on the battery are good. After that I would look at the seat safety switch, then the safety neutral (park brake) switch. I don't have much experience with the Cub Cadets, but have ran into the same clicking noise on JD and have sometimes found these to be an issue.
 
If the starter clicks then it is not a safety switch.
Can you turn the engine by hand?
Check all grounds.
Run a jumper cable from the negative side of battery to the engine.

I know you said battery is charged. But just for fun try jumping it off the car battery.
