kawasaki engine lacks power?

15 hp kawasaki engine . when i first got this mower it did not run it had been rolled completly over, cleaned the carb got it running, the govenor was not adjusted right it ran ramped like a race car, took it to a guy that dose small engine work and he got it running proper he says, however when i mow it struggles even on semi level ground, if im going up a slight hill somtimes it chugges like its guna stall out, any ideas? i think its the govenor but b4i go spending 60$ nd hour to have it recalibrated i want to cover all my basses

Yes, it does sounds like the governor. Can you research it and make the adjustment?

i tried to make the adjustment but it seems like everytime i do its way off it either lacks power or is rampageing, i cant seem to find the sweetspot.
