I have a john deere L130 with kohler engine 16hp and just finished the annual tune up and all filters to include fuel filter, air filter, plugs, oil change, now for the first time I am experencing the tractor will not start it will turn but not turn over and crank?:

I'm not sure I follow you...
Are you saying that the engine WILL turn over when you crank it with the starter... BUT it won't Start....?

OR

that the Starter will Not crank the engine, When you attempt to start it??

I'm with Kenny, I'm struggling to understand what you're saying...

Perhaps what you are saying is the starter turns but the engine does not ?

What he is saying is it will spin over but not start I run into this all the time people say it won't crank that is code for won't start It is a southern thing like calling the glove compartment In the dash

In the process of servicing the tractor did you knock off a wire maybe like the carburetor solenoid wire?
