it has it's own fuse 7.5A usually
Check that both wires are connected at the clutch ( they do pull out )
Check that the plug near the floor where the wires go through is still connected
Buy the JD technical manual

Are you sure it is a R950Z and not a Z950R?

If it is the Z950R then the wiring is a little involved as it has a VCU module controlling the PTO clutch. And there is a serial break at 030000 so the wiring is a little different between the two side of the serial number break.

But this will give you an idea of the Z950R wiring related to the PTO.

Note there is only two fuses main power 20A and deck lift 30A fuse.

And VCU do fail in a way that the PTO will not operate. I currently got one customer that has a triple bypass done to the VCU because the PTO failed to operate but was on the Z925A of his.
