Issues with motor running high after intake and carb new replacements.

I have a BS Model: 445877 Type: 0760 E1 Code: 070213YG that I replaced the plastic intake with the aluminum intake and a new carb... Now the motor races and I have tried all day to not blow the motor up with the high rpm's but for the life of me I can't get it set up right. I have adjusted as the manual instructs but every time it just takes off... I am at a loss. Please help

Could be the throttle linkage hanging up somehow. Make sure you are there to immediately keep the RPMs down when you start it by manually pushing the throttle, or you will destroy the engine.
 
Or if a swirl plate is used the throttle butterfly could be hanging on it which I recently caught on a rebuild before installation or even a gasket upside down.

UPDATE UPDATE UPDATE. It's fixed! I was following the directions in the repair manual I had but it just kept reving. So I spent most of last night watching youtube videos and finally found out what I was doing wrong. Thanks to everyone who helped me with this POS...lol
The service manual had me do one part clockwise and the other part counter clockwise... It should have been everything goes clockwise
