We all are just guessing until JP98 tells us what he has in front of him or behind if sitting on the engine.

Same results on Partstree except Partstree will list the engine in the IPL.

The PP 20VA46 (960420188-00) is the one with 40R877-0024-G1 twin barrel carburetor.

Checked the plugs. Both are good.

Good as in the plugs are present? Do they make a spark in free air?

Cleaned the carb with a can of carb cleaner.

As in sprayed the outside down removing grass, oil and bugs off? Gutted to the last part cleaning everything in the way?

Most likely the carb is dirty internally. Fuel tank and gas can might be full of trash as well. Fuel line could be delaminated internally. Any fuel filter could be plugged. Never had the valves adjusted. Cooling fins totally neglected. If the engine is 7-10 years old, probably never de-carboned per the engine manual.
