Bought a couple Snapper Commercial pushers that were exactly like this. Lady said the mower just didn't cut very well...... Took 3 looks at the blade until I spotted the issue. Didn't look right, yup, upside down blade. LOL
 
Yes sir you do need blades if you what cut the grass instead of tearing it off, you might look for a lower lift blade if available they will hold up some what longer mowing in sandy conditions.
 
Have seen many blades come in that way, "just sharpen please". Sorry you need new blades those are dangerous. "Why?". Well you tell me when a piece flys off and cuts your leg or worse. "But new blades are expensive". ???????
The best one I liked was the "mow & till". The customer hit something and bent one end of the blade down and complained it was tearing up his yard.

You are missing the one speck of hope contained in the story: "Home Handyman" realized that he had a problem when he couldn't find a section in his owner's manual covering the Mow/Rototiller function for his model of push mower!

I run a mower shop and that is what the customer said when i told him that he needed new blades
