Hydraulic pump bypass valve hustler 3400 zt mower

Hello, I have a hustler 3400 zt mower, and I believe the bypass valve is stuck partly open, when running the wheel only has part of the power compared with the other side, and the bypass valve won't turn either direction any suggestions?

Spray it down thoroughly & let it soak overnight, give it a try & let us know how it goes, thanks, Mark
